Mr. Landrum coordinated a pioneering effort in the establishment of a system of alcohol treatment programs in the northern 28 counties of Mississippi for the State Board of Health.  He has been involved extensively since 1972 with the creation and testing of rehabilitation programs with driving under the influence (DUI) offenders for uniquely rural populations.  He was a key person in the establishment of a first offender DUI rehabilitation program for the entire state of Mississippi.  He has been the director of a large contract with the National Highway Traffic Safety Administration (NHTSA) to test the effectiveness of limited short-time probation for use with first-time DUI offenders.  Findings from this project have been used in the development of drinking and driving intervention programs.  Mr. Landrum has conducted a number of smaller projects with several state agencies dealing with transportation safety issues.  His work is published in a number of refereed scientific journals, as well as in numerous reports.  Mr. Landrum was given an award of honor for an outstanding contribution to Traffic Safety Evaluation Research Literature.  He has served on the faculty of the Southeastern School of Alcohol and Drug Studies.  For the past eight years, Mr. Landrum has conducted scientific surveys on the use of seat belts, motorcycle helmets and child restraints in Mississippi.  The results of these surveys serve as the official statistics submitted to NHTSA by the state of Mississippi.  He is a member of the International Committee on Alcohol, Drugs and Traffic Safety.
